Grade Point Average, a scale based on your performance in school
on a 10 point grading scale it is a B.

It depends on if the GPA is based on a 5 point scale or a 4 point scale. On a 5 point scale, an A is worth 5 points. On a 4 point scale scale, an A is worth 4 points. So a 3.29 is a B on the 4 point scale and a C on a 5 point scale.

For colleges and universities that grade on a 4.0 scale with 4.0 being the highest grade, a GPA of 1.0 would be a letter grade of D, which is a minimum pass but not high enough to graduate. In addition, courses with a grade of D will not be transferable to another institution.
This really depends on the local grading system. In some systems, there is no A+ grade. In some systems, the only way to get an A+ is to get more than 100%. In some systems, an A+ is 99% or 100%. No matter what, an A+ grade would be exceptionally high and very difficult to attain.
For colleges and universities that grade on a 4.0 scale with 4.0 being the highest, a GPA of 3.0 is a letter grade of B.
