A typical relay uses small (primary) wires to cause points to close, completing (closing) the circuit for the bigger wires that carry the current to operate a device, such as a cooling fan, starter or the high speed circuit on a bower motor. A blower resister unit has different paths for the electricity to flow for the slower fan speeds. I say this because some blower motor relays include the high speed relay and the resister unit. In that type of system, removing the relay keeps the blower fan (heater or air conditioner air movement) from occuring. It is very typical for these blower control devices to fail in a GM car and for the wiring to also be hurt in a GM truck. Visual inspection of the relay/resister that is located above the front passenger's feet will help you decide how much damage you have, as when the relay/resister is removed you can see heat damage to the faulty ones. Many of these are held in by bolts that have 5.5 mmm heads.

The 1989 Honda Accord blower motor relay switch can be found on the firewall in the engine compartment. The blower motor relay switch will be on the passenger side of the firewall.
Not sure about the relay, but there is a blower resistor assembly located on the heater case to the right of the blower motor.
I think the blower motor relay is internal to the blower motor resistor which is located under the passenger side dash.
