It's called "A Blue Object" because when light of many colors falls on it, it reflects the blue light toward your eyes and absorbs all the other colors, including yellow. So if yellow light is the only light falling on it, the light is all absorbed, none is reflected to your eyes, and the object appears black.

This blue filter sounds like a filter/dryer and cannot be removed for cleaning by the homeowner. The larger copper tube is the low pressure side of the system, unless it is a heat pump. >>>>> As noted above the larger tube is the suction line. The filter is a refrigerant filter/dryer. If this is a heat pump the flow is bi directional (either way). The 2 access ports are for checking the pressure drop through it. The pressure drop will indicate if/when it is clogged and needs to be replaced. It is not servicable.
It is either green because the colour of light above it is the only colour it allows through like in this case Green light only lets green through or it could be cyan as blue and green make cyan but i think it would be green

When you look from above in the engine compartment, look behind the motor and slightly to the left. If you look real hard you'll see a blue part that kinda looks like a plastic cup. That's your oil filter. It might not be blue though, if the oil filter has been changed before. It might be orange. When I change my oil, I usually turn the wheels to the left and I can access the filter through the passenger side wheel well.
