In the United States of America, there is no functional difference between a member of the union that calls itself a commonwealth and one that calls itself a state. There are historical reasons for Massachusetts, Pennsylvania, Virginia and Kentucky to call themselves commonwealths but doing so has no effect on how they function or what they can do.

It is a bit like deciding to call a road Elm Street or Elm Drive. Either way it is the same thing, a paved path for the movement of people and vehicles.
