Fuel Pump is dipped in fuel container (tanker) of the tractor (or any other vehicle).
It's main and basic function is to inject the fuel in form of fine sparkles through nozzle, inside the piston of cylinder of engine of tractor to ignite the fuel under pressure and hence keep rotating the piston to and fro as far as the engine is on.
Unscrew the fuel caps, insert the nozzle from the fuel pump, turn on the fuel pump.

First of all, I need to know the kind or model of pump it is, then I can help you.
you turn up the fuel pump
First off you have to know what kind of pump it has...ie.. a rotary, where the fuel lines are in a circle out the back of it or an in-line where the fuel lines come out the top.

the diaphram in the fuel lift pump goes bad and leaks fuel into the engine
It does not have one. If you need to bleed the lines from running out of fuel there is a little knob next to the injector pump you open to bleed out the air. Make sure you close it about a min after the tractor starts.
