The ipm is the combination of the under hood fuse box and the front control module that is attached to it.
The 1991 did not have a CAM OR CRANKSHAFT SENSOR. If you have NO spark then the problem would be 1 of these. BAD ignition module, Hole burnt in the rotor, Bad pick-up coil, bad ignition coil, Coil wire. Check these things out. Start with the ignition module. That's the MOST common problem.
look at the ignition module. a known trouble spot.
there is no ignition control module the coils are controled by the ecm in my 96 cougar 4.6l i found it hidden behind the drivers side front turn signal look thru the small holes, you will see the fins on the module!
It is inside the distributor, If you look at the right side of it you will see some electric wires and they are hooked to the module. Just remove the cap and then 2 screews that hold the module on the base of the distributor.
The Ignition Control Module on a 1996 Ford Thunderbird 4.6 is located inside the EFI or Electronic Fuel Injector. The EFI is the carburetor. Look for a cord that has a connector that resembles an HD Cable.
I would look first to the rotor, and then maybe at the module check the ignition module

This switching action induces a high voltage in the ignition coil secondary winding which is directed through the rotor ans secondary leads to fire the spark plugs. It is not necessary to remove the distributer from the car. 1. Remove the distributer Cap 2. Remove the rotor" This is the Ignition module. Don't remove or replace unless you understand how and know the procedure for changing.
The ignition control module is located directly beneath the coil packs. These can be found at the rear of the engine, on the top center. Just look for where all the spark plug wires connect, those are the coil packs, and they are bolted to the ignition control module. It has three electrical connectors, two on the driver's side and one on the passenger's side.
