People say the president has a mandate if he wins by a large majority. The mandate is particularly clear if there was a defining issue during the campaign.

If it is clear what the people are voting for and if a large majority vote for it, then the president will face little opposition when he pushes to give the people what they want and expect.

A mandate ( which means the president won by a landslide after stressing certain proposals) gives the President confidence that he should push hard for his new programs even if he faces opposition in Congress. A mandate also makes it less likely that he will face opposition in Congress and more likely that he can twist arms or make promises to help in future campaigns and get his legislation passed.

How does a president elect get a mandate?

mandate means that he gets ordered by the people to do something... in this sense, it means that the president, when elected by a large majority of the population, is ordered by the people to do what they expect him to do. More to the point, he has a large backing of the voting public so he can do whatever he believes is right to do.

What have presidents justified under the principles of immediate need of the nations and a mandate from the people?

Virtually everything a president does can be justified by this vague phrase, as interpreted by the president. I do not think any president every took any official action which he claimed was not a need of the nation or else something that the people were mandating.
