On the the climate control panel there is are 3 buttons, one says econ, the next looks like your windshield and the next one is square, this is the rear window defrost.
93 Roadmaster.... that's a 5.7L engine, right? It should be attached to the intake with 2 bolts. Look for the thing that looks like a Chevy Smallblock EGR valve. Also, if you're replacing the valve because you have an EGR code make sure you don't have a clogged passage in the intake acting like a bad valve.
If the passenger wiper works, either the drivers side wiper arm or the windshield wiper transmission is defective. The linkages that work the wiper arms is called a transmission.

First I have heard of windshield washer fluid having an expiration date. If it looks clean and doesn't stink, I'd use it.
Personally I don't know how to replace a Chevy Blazer windshield, but attached is an article from wikihow that could help you out. If that looks complicated or you can't find the windshield glass check out your local glass shops or websites.

You engine contains coolant, oil, transmission fluid, P/S fluid, brake fluid, gasoline, & windshield washer fluid. Smell of the fluid, and if it has no smell it is not gasoline. If it is not slick to the touch it is not oil, transmission fluid, or P/S fluid. So that leaves brake fluid, or windshield washer fluid. Brake fluid does have a slight smell, and may be slightly slick, if you pay close attention. Look at the area it is coming from and this is a clue to what is leaking. Try laying a piece of white paper under the vehicle and see what it looks like on paper.
