It is a device that cuts out the supply of gas in case you're in a bad accident. IF you get a good enough bump, your car will not run. The cut out switch needs to be reset and it's in the back, ususlly under a plastic cut out.

In the trunk there is a side panel with the fuel pump switch reset button. In my wagon it was on the right side.

For a 1996 Ford Escort , 1.9 : The ELECTRIC fuel pump is INSIDE the fuel tank ( it is installed through an access hole in the top of the tank )
It's located on top of the fuel tank. It's in the biggest hole on top.
You will need to check the fuel pressure, this can be done by a mechanics shop fairly cheap.
You push the button on the top of it down to reset it.
I was looking at the 1996 Ford Escort Owner Guide and it doesn't show anything about it having a low fuel warning light ( or a check " gage " light )
