You know it by touching and feeling the pipes on the hot water side; if they are hot, there is water running through the pipes and obviously the heater valve is open on hot side.
AnswerIt could be a blocked pipe or a damaged valve. Do you get hot water in other areas of the house? If not, check the valve on the water heater. If other parts of the house get hot water, replace the hot water valve assembly or repair the hot water valve. If you have hot water at the sink, but not in the shower, the hot water side of the shower valve is clogged by something like rust. Esp. if you have had the hw heater replaced. and you have galvanized pipe instead of copper. Esp if your sink aerators get clogged by rust particles.Search for fixing Delta faucets, open up the valve, and flush out the rust.Buy a kit for replacing parts while you have it opened up.

If shut off the hot water valve then you take off your supply line from your hot water valve to your faucet and then turn your hot water valve on slowly (with of course a bucket or something to collect the water under it) and if you can see you have water pressure and flow then most likely the problem would be in your faucet on the hot side. If you have no pressure or flow when you turn the hot valve on then it could be debris plugging your hot water pipe or your hot water service valve (angle stop, straight stop) which older galvanized pipes are known to do so. To fix the problem you would need to find out where the problem is then either fix or replace the faucet or replace the angle/straight stop or try back flushing the hot water pipe and or replace the pipe with pex or copper pipe.

Assuming you are talking about a home water heater, there is a pressure relief valve above the hot water line - usually on a tee or an ell above where the hot water line comes out of the heater and usually leads to the floor and under the house. The valve is designed to relieve the pressure in the water heater when the water becomes too hot. The valve may have corroded and is stuck in the open position thereby releasing the hot water. You can feel the pipe that connects to the valve = if it is hot, it is leaking water; if it is cold, the problem lies elsewhere - maybe the thermostat could be set too low.

If you have a leak on the hot water somewhere in the house and the water input into the tank is not running, the tank will lose it's water. And if it is an electric tank, the elements will burn out. Gas hot water tank should be no problem. Pressure valve does not have to be open.
