Sorry but dogs do not kiss you. In the wild it would be natural for pups to greet and lick at their parents faces, this encourages the parents to regurgitate food, so you see it is in their instincts.
Normally it's because their in "mating season" so their "sex-drive" is uncontrollable it only occurs in male dogs.
They don't really kiss each other they just come nose to nose and smell each other.

No it does not neccesarrliy mean she is in heat. When a female dog comes in heat she will begin a period of seven days, when she is done bleeding, then she is in heat and ready to mate.
