A blur is something out of focus, you can't see the exact image of it. The saying 'Life's a blur' pretty much means that life is "uncertain" or "unclear". It can also mean that life cannot be seen clearly because it moves to quickly.

If you are seeing an occasional black rounded spot covering the top third of your vision, it could mean that your retina is pulling away from your eyeball or you are having some type of seizure. It could mean something else. It is not normal.
