Double check the firing order, there may be two crossed wires. The firing order is 1, 8, 4, 3, 6, 5, 7, 2.

Bad timing, bad spark plugs, bad rotor or distributor, bad spark plug wires, blockage in the injector lines, deficient poppet valves in the injectors... all are possibilities.
A Dodge Neon does not have a distributor.
Start with plugs, wires, cap and rotor. Also check fuel pressure.
When you replaced the plugs, did you check the compression? Did any of the plugs look different than the others? Low compression in one cylinder can cause misfiring. But then, so can a faulty distributor cap.

remove the distributor cap and grab the rotor then pull straight up.
