I am a cop and every Crown Vic I have ever had squeaked. Until recently I have not found out what the cause was. I purchased a used 2006 Crown from the Highway Patrol in my state and of course it had the infamous squeak. When I took it to have it inspected so I could title same in my state, I made a comment to the inspector that every Crown Vic I have ever driven had the squeak in the front end. He had me raise the hood and he went over to his toolbox and came back with a grease gun. I thought he was going to raise it up on his lift and grease something under the vehicle. Instead he squirted a glob of grease onto his finger and then placed it on the hood stops at the front of the vehicle and again another glob in the indention where the hood rest on the stops. I then closed the hood and tried to make it squeak. To my surprise, it stopped that squeak that I have heard for years when operating a Crown. Try that and see if it stops that noise for you. It did mine.

On a 1998 Ford Crown Victoria : If you mean that you want to turn on the high beam headlights ( push the turn signal lever forward , away from you )
On a 1999 Ford Crown Victoria : firewall 4 - 8 3 - 7 2 - 6 1 - 5 front of vehicle ( if that is what you mean )

Voltage regulator is defective. Have it replaced or this will ruin your battery.
Check the volts right from the battery, might be a faulty alt.
