I'm guessing you were wearing clothes when this happened, well likely he was just looking down and not thinking of anything when you though he was looking at his crotch, if he was looking at that I'd guess his balls were itching and he didn't want to itch in front of a girl, looking at your lips ether means he was just looking at you, maybe worrying that you saw him looking at his itchy balls, or maybe he thinks you have nice lips, as for your boobs, well straight boys (even gay boys) eyes get drawn to boobs, maybe he likes your boobs, most likely it was just a reflex, and up to your eyes, well it's seen as rude to look at boobs most boys don't realize they're doing it so than they do their best to than look the girl in the eyes because they feel like jerks for looking at that girl's boobs.
You must be very clever to notice what he is actually looking at. Lips and eyes are at a similar level, it is hard to tell if someone is looking at lips, nose, ears, eyes, the make-up or even spots on a face. He probably doesn't know where to look and stay comfortable. He most likely looked down out of embarrassment because you were watching him.
