It probably means you have a blown gasket of some sort, either a head gasket or manifold gasket. In either case, it is not good and you might want to start shopping for a new engine or new car. You could try putting in a can of "stop leak" or something like that, but it would only be a band aid. Fixing this properly would cost quite a bit.

No it is not. It could be a problem with the radiator, a radiator hose or a water pump. In any situation, it could cause the motor to overheat and damage it severely.

If it is motor oil in the anti freeze, then it is either a cracked head, cracked engine block, or a head gasket blown. If it is transmission fluid in your antifreeze, then the radiator is leaking from the transmission cooler ----- although usually that would cause antifreeze to be in your transmission fluid.
Since the fan is electric. And the vehicle is hot it will continue to cycle until cool - below 170 F As the motor cools the fan will go on and off for a little bit because as the engine cools the radiator fluid it will begin to retract, pulling hot fluid into the radiator from the motor
There isn't a radiator drain plug. Instead, you have to loosen the lower radiator hose and drain the fluids. Be careful and don't do it after running the motor. Do it when the fluid is cold/cool. Also, wear eye protection, as the fluid tends to go everywhere!!
looks like cilinder head gasket is defect, engine pressure is coming in radiator, and cooling fluid goes into motor
Sometomes it is hard to get all of the oil out of the cooling system. However the place that replaced the engine should flush the cooling system until it is clean. Also if your car has an engine oil cooler , it could be the cooler in the radiator and not have been the engine in the first place.
