Very simply, it means that they hear something interesting or unexpected. It is part of the behavior known as "alerting" to a stimulus. Not only does an alert dog raise her ears, she also opens her eyes wide, stares in the direction of the object of interest, sniffs the air in order to get a scent, and may even start barking. Her tail goes stiff and her hackles may rise. In short, she is preparing herself for action, and her entire body is focused on sensing whatever it is that excites her, whether it is a trespassing cat or an approaching dog or a human friend carrying treats. This response probably developed from the need to hunt prey and defend against danger.

Usually this means the dog is feeling sad/depressed/apologetic - spending some quality time with the dog may fix this. However, if you are referring to a dog with cropped erect ears that now has ears falling down, there's nothing wrong - the ears just went back to what they were before people messed with them.
