It could be that the mower was tilted on its side or that the rings are bad.
You probably have a bad turbo.
If your lawn mower is pulsating, it may mean that it is not getting enough fuel and the carburetor may need cleaning.

If oil is found in the exhaust on a four stroke mower the most likely problem is that it has been tipped up the wrong way, it may also mean that oil has filled the air filter so it will have to be cleaned or replaced. If the oil level is correct and the air filter and spark plug clear the engine can be restarted, just be aware that it will be very smoky till the excess oil clears from the exhaust system
If you mean the rotary mower, that would be Lawn-Boy in the early 1950's. Then owned by OMC who was looking for another use for their engines. The original was a single cylinder outboard motor converted to air cooling.
Serious trouble. It usually means a broken oil (piston) ring. Another possibility is that your exhaust valve seals are bad/gone or valve guide is worn in excess. Another possibility is it is condensation coming out of exhaust mixed with black residue from exhaust and only looks like oil.
I gather you mean nothing happens which is indicative of a bad safety switch, solenoid or battery.
