it means either she likes you, is a tease, or was drunk, it is an akward social position, and if you think she's hawt then make a move, cause she won't.... is she cute? give me her number-- sean. It depends on what you were talking about. If it's a girl consoling you over a problem then she's just letting you know she cares and by putting her arm around you it's as much as saying she understands and feels badly. If she's an older woman then she just may like you as a person and there is nothing to it. If you are both the same age then she could like you and so ask her out! She's either going to say yes or no and you'll have your answer.
