More than likely your brake fluid is low. Go buy a small can of DOT3 or DOT4 brake fluid and top it off. The reservoir is located near the firewall in the engine bay, on the driver's side, and has a rubber cap that snaps on/off rather than a screw cap.
If you mean the brake light in your dashboard, it means that you have your emergency break on while the car is on.

its a rear bulb failure indicator if it comes on when brake is first depressed it is a brake light bulb if it is on when you start the car it is a ride light or park light
If a brake light stays on it's usually just a sticky or bad switch. The brake light switch is under the dash and is activated by the brake pedal. It could have some grunge on it preventing the switch from closing. Try cleaning the plunger. If that doesn't work (and it probably won't) replacement is very easy. Cheers

check the brake fluid level in your master cylinder under the hood. The light comes on for two reasons, either the hand brake is on or your brake fluid level is low
I'll hazard a guess you're asking about the brake warning light on the dash, not the brake lights at the rear of the vehicle. The warning light will come on if brake fluid falls below a certain level, if a fault is detected in the master cylinder, if there's unequal pressure in the brake lines (usually due to a leaky caliper) or other issue. It might also simply mean your emergency brake is applied or the switch is bad. Whatever the cause, don't ignore it. If you're not mechanically inclined, take the car to a brake shop, your favorite mechanic or a Toyota dealer. Brake failure is not an option. Cheers
