depending on the car, it can mean a couple of things. For example, the hand brake is not fully disengaged, or the sensor isn't registering that it is disengaged, it could also mean that you have one of your primary brake lights out or in some models, it could indicate that there is a malfunction or deficency in the brake system in which case you should have it checked.
Either your parking brake ( emergency brake ) is on or the brake fluid level in your brake master cylinder in your engine compartment is LOW

If it is your emergency brake warning light, the switch that warns you that the brake is applied may be out of adjustment.HOWEVER - if it is your brake system warning light - GET IT LOOKED AT ASAP - The vehicle's on-board computer is sensing that there's something wrong with it.
