A couple things 1st check the transmission pan for oil leaks and change the gasket also change the filter while you are in there if that is the problem. 2nd check the transmission lines that goto the oil cooler on the radiator, these are short hoses approx 6-10 inches in length that allow fluid to be pumped to the cooler and back to the transmission,they are known to rust out right in the bends. They are also a factory item so you would have to order from a dealer or make your own with the correct fittings,transmission hose and hose clamps.. Good Luck hope this was helpfull

you change the manual transmission fluid in a '99 cavalier simply by removing the transmission drain plug and allowing all the fluid to drain then replace the plug and refill with Syncromesh transmission fluid(that is the fluid recommended by Chevy for use in your transmission) It should take 2 quarts.
If it's not leaking it doesn't need additional fluid.
