What does it mean when your Peugeot partner won't start and the hazard warning lights come on automatically?

Id say that you hane a problem with your BSI unit which is Built-in Systems Interface unit which is located under the bonnet. I have had similar problems with a 04 berlingo and a 03 partner. Has your van been sitting up for a period? common symptoms are car turns over but wont start. Car starts but horn, wipers, heater wont work and the headlights come on when you turn on the ignition.
I still need to get to the bottom of my problem with my Peugeot partner which has been parked for 3 weeks and when i went to start it the ignition lights were flashing it wouldn't start and the dims came on automatically when i turned on the ignition. So any help i would be greatful..

What i did to get rid of my warning light problem, was to disassemble to kill switch for the fuel pump(located on the driver side, near the front strut mount under the bonnet) remove the metal ball the connects the middle connector and assemble back up
