If is not moving and has not been moving for more than several minutes - he is probably dead. But if he is alive and just hanging around down there, it just means he wants to. Goldfish are naturally bottom feeders and so eat whatever "stuff" they find at the bottom of their living space.

∙ 14y agoThe fish has some kind of internal injury. Quite possibly it has a rupture of some kind or maybe its swim bladder is damaged. Without surgery the fish will not survive for long and even with surgery the chance of a successfull outcome is very slight. I would advise putting the fish out of its agony and euthanase it..
