A DHCP server is a program run by your ISP which provides your Xbox with an IP number. The IP number is like a telephone number and needed for all communications with other computers or consoles on the internet or LAN. In particular it may be needed to access the online components of games.

The fact that your Xbox is unable to "negotiate a lease", means the DHCP server program is either not running or unreachable and your Xbox could not obtain the above IP number and communicate with the outside world.
