it could be a number of things. my first guess would be brakes. when you say pull off, do you mean turn off to the side of the road/make a turn. or take off/accelerate from a stop

Are you talking about seized brakes? As in the wheels no longer turn because the brakes are stuck? or.......?
In Winter, I would try to turn the other way and brake. In Summer, Definitely brakes. <><><> Avoid the "lock up the brakes" panic style braking- if the wheels cannot revolve, you have no ability to steer. Take foot off accelerator, turn into the direction of the skid (if back of car went to the right, turn to the right) and brake. We used to say "pump" the brakes, but anti-lock brakes now do that for you- keep a steady pressure on the pedal.

Means the brake on one side brakes stronger than the brake on the other side. When you brake this will try to force the car into a turn, making it difficult to control - not a good thing.
If you mean Turn Right, then - tourner à droite.
"girar" mean to turn or rotate somthing or somebody.
It means check your brakes.
