In North America (USA, Canada, etc.) *82, or equivalently 1182, ensures that your Caller ID information will be sent, even if it is blocked by default on your line.

In North America (USA, Canada, etc.), dialing *82 (or equivalently 1182) before a call will override the default setting for your telephone line and send your Caller ID, even if it is blocked by default. You can send your Caller ID either by calling from a line that is not blocked by default, or by dialing *82 or 1182; for example, dial *82-1-504-555-0123.
*9 is not a valid service code on the public telephone network. It may be a service code on some private telephone systems.
For dialing a telephone number outside your local area.
In the US and Canada, simply placing *82 in front of the number would allow you to unblock your number, hence your number would be displayed to the person you are calling. *67 blocks, *82 unblocks.
Because the restriction has been set by the network. As soon as you end the call, the network automatically resets the restriction. Your telephone number can be set to blocked or unblocked by default. You can override the default by dialing *82 or 1182 to unblock, or *67 or 1167 to block, on a per-call basis. For example, *82-*70-101xxxx-1-xxx-555-0123.(The flip side is *67 (or 1167) which blocks transmission of your Caller ID data from a line that is unblocked by default.)
