Because the restriction has been set by the network. As soon as you end the call, the network automatically resets the restriction. Your telephone number can be set to blocked or unblocked by default. You can override the default by dialing *82 or 1182 to unblock, or *67 or 1167 to block, on a per-call basis. To change the default, you need to call your telephone company. There may be a charge for changing the default status of your telephone number.

if you have a private number you can dial *82 before the number you want to dial to unblock your number. dialing *67 will block your number if dialed before the number you're calling. now, if someone is calling oyu from a private number there's no way that i know of to see the number
