Genesis 1:27 So God created man in his own image, in the image of God created he him; male and female created he them. Genesis 1:28 And God blessed them, and God said unto them, Be fruitful, and multiply, and replenish the earth, and subdue it: and have dominion over the fish of the sea, and over the fowl of the air, and over every living thing that moveth upon the earth Genesis 2:24 Therefore shall a man leave his father and his mother, and shall cleave unto his wife: and they shall be one flesh. 1 Corinthians 7:2 Nevertheless, to avoid fornication, let every man have his own wife, and let every woman have her own husband. 1 Timothy 3:2 A bishop then must be blameless, the HUSBANDS of one WIFE, vigilant, sober, of good behaviour, given to hospitality, apt to teach; 1 Timothy 3:12 Let the deacons be the HUSBANDS of one WIFE, ruling their children and their own houses well.

The Bible never says you should get married, but that marriage is good:

Whoso findeth a wife findeth a good thing, and obtaineth favour of the LORD.

(Proverbs 18.22)

Two are better than one; because they have a good reward for their labour

(Ecclesiastes 4.9)

Additional thoughts:

As mentioned above, the Bible doesn't tell people they should get married generally, but says to get married IF they desire sexual relations, or children.

During the time of the "Old Testament", under Jewish Law, marriage and family were encouraged when God's Kingdom was represented on earth from Abraham through King David's line, providing a lineage for the birth of Messiah (Matthew 1:17/Luke 1:32-35), but requirements are different during different time periods.

Marriage is God's arrangement and was expected from the beginning. According to the Bible, the first couple was married by God (Genesis 2:19), thus becoming 'one flesh' (Genesis 2:24/Matthew 19:5) and were told to 'fill the earth' with other humans (Genesis 1:28). This, of course, would require sexual relations, which were created to provide pleasure for married people (Proverbs 5:18-20) and to bring children into this peaceful union(Ephesians 6:1-4).

"Fornication" (sex without marriage) is soundly condemned in the Bible (Hebrews 13:4/1 Corinthians 6:9,18 + 7:1-5), so, scripturally, if a person wants to enjoy sexual relations, and/or have children, God expects them to be legally married and committed to their mate (Job 31:1), however at different times in history, it's been considered a good thing to remain single (and celibate) if possible (1 Corinthians 7:7-9/Matthew 19:11+12) to devote more time and quality to God's service and not have to worry about pleasing a mate (1 Corinthians 7:32-38). Scripturally, no one should forbid people to marry (1 Timothy 4:1-3), but remaining single is a choice one can make if they have the 'gift' (Matthew 19:11) and sexual self-control is not a problem(1 Corinthians 7:36).

1 Corinthians 7:8 Now to the unmarried and the widows I say: It is good for them to stay unmarried, as I am. 9 But if they cannot control themselves, they should marry, for it is better to marry than to burn with passion.

Does the bible say that if you are planning to join the military that you cant get married till 3 years later?

There is nothing in the Bible that says a person is not allowed to get married for a period of time, once one has joined the military. On the other hand, the Bible does say that a recently married man should not be drafted into the service. Deuteronomy 24:5 says that if a man is recently married, he is not supposed to be drafted into military service (or to any other duty) for a period of 1 year, so that he can bring joy to his wife. (This is paraphrased from several Bible translations.)
