The Bicentennial Quarter was issued in 1975 and 1976 in celebration of the 200th anniversary of the founding of the United States of America. The Obverse [heads] side of the coin bore the likeness of George Washington with the word "Liberty" arched over his head along the top rim of the coin. The moto "In God We Trust" was placed on the left side of the coin just below Washington's chin. The dual date, 1776-1976 was placed at the bottom of the coin. The Reverse [tails]side of the coin portrayed a colonial drummer facing left with a victory torch encircled by 13 stars in front of him. The words "The United States of America" arch over the top of the design with the words "Quarter Dollar" along the bottom edge of the coin.

JLA is a monogram, not an acronym, and belongs to the artist Jack L. Ahr who designed the bicentennial quarter's reverse. The fact that your quarter doesn't have a mint mark simply means it was minted in Philadelphia. The P mint mark wasn't used on quarters (and most other coins) until 1980.
It's just a Bicentennial quarter, spend it.
