I have the NORIS stamp on a .22 too.It is a very old bolt action and it says NORIS on the stock and on the barrel right in front of the bolt and that is all it says.

This means there is no "choke" or narrowing of the barrel at the muzzle.
If the barrel is really 11 inches and you do not have a federal tax stamp to show for this gun it is worth about 10 years in prison, a $250,000 fine, or both. Shotguns with barrel length under 18 inches (measured from the breech face) fall under the NFA and must be registered with the ATF as short barrel shotguns and a $200 tax must be paid. The paperwork must be done before acquiring or making the gun.

I'm assuming that you are referring to the Remington Model Eleven? (11) shotgun? That anchor stamp is most likely that of an inspector who was issued that stamp symbol and stamped the barrel after it was "proofed", which means that it survived a higher pressure load than what would normally be used for hunting, etc.
