Your entire automobile electrical system is grounded to the frame of the vehicle. A loose or corroded ground wire can cause the dash lights to Flickr and the car to stall out.
Water in the in distributor cap. Replace it.

If you are wondering why this happens, it is completely normal. When you turn your key all the way to start the car, all the warning lights will come on do perform a lamp test. Also, the computer runs a quick test on all the sensors in the car and on all the lights on the dash to make sure everything is operating properly, once you start the car, these lights should all go out.
