the house of representatives is based on the population of each state in the u.s, while the senate has 2 for every state, no matter what the population. This was decided among early Americans and our founding fathers to include two good ideas into one system. It also helped settle the imbalance from state to state (ex. Rhode Island would benefit less from house than California, and vis-versa.)
