If by motto you mean "La Isla del encanto", which translates literally to the Island of enchantment, well it means its an enchanting Island. It is so called because of it's natural beauties, being these geographical and the people as well. The Island of Puerto Rico has beautiful beaches and landscapes with many rich colors like Blue and Green. And not only blue and green but all the shades you can imagine of those two colors. Also it is an Island full of beautiful women. There's also beautiful birds and different animals like the Coquí, which are unique to the Island. All in all, these and some other factors make this Island very magical and seducing making it then worthy of such a title as the Island of enchantment. Dunno if i answered your question, if not, well more information i guess :P
