Serpentine Belt
Under the hood should be a diagram of the belt, this is your best reference without the service manual. All you have to determine is which direction to rotate the belt tensioner, and then put the belt back on as shown in the diagram.
If it is not you can run down to your nearest auto parts store and they can print it out for you or just buy the Hayes or chilton manual on your car. It only cost a few bucks and it well helps you out later down the line if something else brakes.

Look at the front of the bracket underneath of you alternator, you will see a bolt that connects to the back of the pulley below the alternator itself. That will dial in/out your alternator and then you can tighten down the nut that holds the pulley in place. WHile it is true the tensioner is located on the top of the alternator with a dial type ratchet system, I have not had an 89-90 Jetta where this works. Usually you have to tension it with a bar of some sort prying against another pce of the engine.

What is a crank pulley?
Crank pulley Piston connects to the crank shaft. One side of the crank shaft connects to the transmission and the other side connects to the crank pulley. It serves two main purpose. First one is it is used to time the engine (marks etched into it by manufacture) the other is to power other devices such as the alternator or power steering via a belt system (older cars used chain and gear sys). It is usually found closes to the bottom of the engine at the front, just follow the belts to the bottom.
