It means that a gun is a tool, it is an inanimate object, and as such it cannot kills somebody. It cannot do anything but sit there until someone uses it. The point is that the gun itself is not dangerous; rather, it is people who can be dangerous.
Ther point of this is that gun laws do nothing to stop crime, because criminals don't follow laws. if they are going to use a gun to shoot someone or commit a robbery, what do they care about breaking some gun ban or law? These laws only affect the law abiding gun owners, the ones who follow laws, and they aren't the problem.
Therefore, "guns don't kill people, people do," is an accurate statement. Just like with cars - cars don't kill people, reckless/drunk drivers do.
