Even the differences between this, the second creation story in Genesis, and the first account (Genesis 1:1-2:4a) tell us that the two stories were developed by different people at different times and in different cultures.

Why was Adam created before Eve?
Scholars say the story of the creation of Adam and Eve should be thought of as mythical, rather than a historical account. The ancient Hebrews were an essentially patriarchal society in which men were always more important than their women, so it was natural for Adam to be portrayed as created before Eve. In fact, Eve was an afterthought. In Genesis 2:18, God said that it was not good for Adam to be alone - he needed a helpmeet. God created all the beasts of the earth and Adam named each animal, but found none that met his needs (2:20). It was only then that God created Eve as a helpmeet or companion for Adam. A romantic touch was added to the story by having God create her out of Adam's rib, rather than out of dirt.
