West means west, no matter where you are on earth, and no matter what time period. When The Bible talks about west, north, east, and south, it usually means as seen from the general area of Israel. Hence the north would be Lebanon, eastern Turkey, the Caucasus, etc.; the west would be the Mediterreanean lands, south the Arabian peninsula and East Africa, and east would be the bulk of the middle east. I don't believe west has any symbolic meaning in the Bible.
