No; it is unclear where you obtain the "What does this mean" followed by southern states would prefer military rule to civil government? And where does the universal male suffrage originate? I know of no group who espouses the draft for young males. And what group, my good Lord, wants military rule? Don't know from where you obtain this information, but it is neither accurate nor even approaches reality.

In order to rejoin the Union, southern states were required to ratify the amendments that called for abolishing slavery, extending equal civilian rights and providing male suffrage to former slaves. They were also required to submit to military occupation. The secessionist states were divided into military districts that were headed by Union generals. Ratification of the thirteenth, fourteenth and fifteenth amendments were mandatory.
