That depends on your moped. Most mopeds made
in the 80's are two stroke engines. Which do not use oil in the crank case. the oil is mixed in with the fuel.
A crank case heater is designed to keep the engine warm enough to prevent the oil from becoming so thick over a cold winter's night to prevent the engine from starting.
The starter is located under the engine, right alongside the crank case. As you look to the front of the car, it's on the left side of the crank case.
The crank case say 2.4 liters.
If the engine were to backfire for whatever reason and the pcv valve is stuck open, the backfire could carry into the crank case and ignite the crank case fumes. I have seen valve covers blown off an engine from this situation.
By removing the plug at the bottom of the oil pan and letting the oil out.

PW 80 is a 2 stroke. It does not have oil in the crank case. I think you mean transmission oil. I use 10w40 engine oil in mine and it works great.
I believe it is similar to my suzuki 500 the two side cover gaskets (clutch/magneto) are easy for someone who has experience, the crank case gasket at the center of the engine is very hard. The engine would have to be taken out and almost completely dissembled to get to the center crank case gasket, at this point it may be easier to get a used engine, or if your going to keep it for a while you can rebuild the engine you have. If your engine is leaking a little bit of oil, you can try some epoxy, clean the area with some sand paper and solvents to remove all oil/grease
"Crank" meaning the starter doesn't crank the engine over to start it, changing the engine oil should have nothing to do with it not starting. If the battery was weak and something was left on, it may have run the battery down. Also check the engine oil level to be sure they put new oil back in or possibly left the drain plug loose and the oil drained out. If the engine was run with no oil in it, it could have seized the engine and it wouldn't crank over, in which case the engine is ruined.

You know that shaft that the pistons are connected to in the engine? Yeah, that's a crankcase.
