According to tradition, the canon was finalized around 2350 years ago. This was done by the Men of The Great Assembly, a special Sanhedrin which was formed for the completion of several things of national importance, such as the finalizing of the canon and the authoring of the siddur.
They sealed the canon because the last of the prophets were at that time; it was known that prophecy was ending; the people were becoming more and more dispersed (Babylonia, southern Europe, Persia, North Africa), and it was now or never.
