Both tyrannies and oligarchies can be "freedom less" in political rights terminology. In each of these types of governments, the freedom allowed to its citizens fluctuates. A benevolent tyranny run by a dictator can allow citizens certain rights not afforded to the citizens living in an oligarchy or vice versa.
In a manner of speaking, they both have the potential for disaster. Tyranny already impedes freedom, as such a form of government spells out "no freedom". An oligarchy can allow more freedom, but the problem lies in the fact only a limited number of elites make the laws. These elites make sure they remain as such, to the detriment of freedom, especially freedom within the general public to vote for rulers.
There is no definitive answer to what freedoms are enhanced by either an oligarchy or a tyranny. The amount of the peoples freedoms depends on the laws of each type of government. As an aside, a tyranny can be an oligarchy and vice versa.
