Check the starter fuse.
all starters have a built-in fuse to protect them now depending on what kind of car you have it may or may not use another fuse to further protect the starter but you can check your vehicles manualv

its in the fuse box labeled signal starter on the cover and its inside car by the pedals not under the hood.

there ia a fuse on some but un-fortunetly you didn say what kind of car or the year.
there is a ignition fuse under the hood, no starter fuse
You will need to replace your starter, this happened with my car a couple days ago, I brought it into the shop, got the starter replaced and the fuse does not blow anymore. It happens because the starter draws to many Amps of electricity due to age, amount of use etc.
There is no starter fuse on the New Beetle.
The starter is failing.
Could be a number of reasons.. bad battery, bad starter, bad fuse to the starter.. those are some of the main culprits.
no if it wont turn over its either the starter motor or the starter relay in the fuse box
