There are two fuse boxes in the 2004 Highlander. The master fuse panel is under the hood, on the driver's side. The secondary fuse box is behind the drop tray to the outside of the steering wheel (between the steering wheel and the door). To release the cover on the master, press the clip towards the back and pull up and towards the front of the vehicle. To access the secondary panel, open the tray, then pull upwards and it should pop out. There is a diagram on the back of the lid for the master panel and another on the back of the drop tray for the secondary box. There is a fuse puller attached to the inside of the lid on the master panel.
