Individuals as well as representatives themselves have the ability to be heard and appeal to Congress. Appeals can be made by petitioning the Congress or its members and testifying before them. You can write your congressman about anything you wish. The First Amendment of the Constitution of the United States of America gives people the right to send petitions to any government official.
