This term means the lack of British influence over the control of local matters in the colonies. The king did not legislate much, and the colonies supported England. This led the colonies to create local governments and run the colonies in the way they saw fit. This lasted until the Seven years war when England realized what they had, and started to tax the colonists heavily.
The English economic policy toward the colonies was called mercantilism. Mercantilism basically states that the colonies exist for the good of the mother country and have no rights except what the mother country grants. This policy was not workable because of the great distance between England and the New World. The great distance forced the colonists to create their own government, and create their own rights, legal system, etc.

The pamphlet was written almost a full year after armed conflict began in the United States (between the colonists/colonies and Great Brittan), so it did not provide reason to start the war, only reasons for unsure colonists to back it.

Because the colonies lacked elected representation in the governing British Parliament, many colonists considered the laws to be illegitimate and a violation of their rights as Englishmen. In 1772, groups of colonists began to create Committees of Correspondence, which would lead to their own Provincial Congresses in most of the colonies.
They had learned that the British had thought of them as the colonists not equals so this angered the colonists and their anger along with the taxes made them start to revolt and eventually led to the Revolutionary war.
