There was no leading political or military force in Pre-Islamic Arabia. The region was actually well-noted for its internecine tribal warfare and propensity for small scale conflict. The two regional powers, the Byzantine Empire and the Sassanid Empire, kept out of the Arabian Peninsula because of the high level of violence and internecine strife in the Arabian Peninsula made controlling it undesirable.

The Qoreish Tribe that Muhammad was born into was only as important a force as it was because it managed Mecca, which was a holy pilgrimage site for almost all Arabians. However, the military and political might of Qoreish more-or-less ended at the Meccan city-walls.
