The controversy arises from Bill Clinton's seeking of draft deferment from the Vietnam War for political and conscientious objector reasons. Specifically, this arose out of a letter written to his ROTC officer, Colonel Eugene Holmes, thanking him for draft deferral. It also contained veiled criticism towards the American military.
A matter of opinion
Clinton signed up for Army ROTC but then decided to not do it. So he got out of ROTC. But because he was in it for a short period of time, he was ineligeble for the Vietnam draft. Most people think he is a draft dogder and he only signed up so that he could quit it and not be drafted into the military. People thought that since he 'made sure' he didnt have to join, he wouldn't be able to lead those who volunteered for the military. Clinton denies dodging the draft. But nothing has been proven or disproven.
The general is not the commander-in-chief because the general is appointed by the president, but the president is the commander-in-chief because he is supposed to represent the public's opinion for the war.
Purely a matter of opinion, and therefore, not appropriate for this kind of website.
In my opinion Supreme Commander 2
This question is debatable. Depends on the person's opinion.
Definitely yes, Hillary Clinton can be considered a great leader since she is equipped with enough knowledge plus she has a passion in serving the nation.

No, Clinton's impeachment was not supported by the majority of Americans. Public opinion polls conducted during that time consistently showed that a majority of Americans opposed his impeachment.
