Conditions in the West were pretty chaotic during the time after 476, which has been called the Dark Ages, though the term is largely discouraged today because it has implications that are not valid. But the chaos was not continual. It had begun in about 235 AD, but was intermittent for some time, improving briefly during the period of about 295 to 330, and deteriorating more quickly after 395. Things started to get better in Rome about 580 AD, as a period of anarchy among the Lombards, who controlled much of Italy at the time, drew to an end.

When the western part of the Roman Empire fell, all of its lands were conquered and were replaced by the kingdoms of the conquering Germanic peoples: the kingdom of the Franks, the kingdom of Burgundy, the kingdom of the Visigoths and the kingdom of the Vandals. In Britannia several Anglo-Saxon kingdoms were established.
The emperor of the Eastern Roman Empire, Zeno, sent Theodoric the Great, the king of the Ostrogoths to invade Italy on his behalf to depose a usurper. This led to the creation of the kingdom of the Ostrogoths, which covered Italy and much of the former Yugoslavia. Theodoric set Ravenna (in northern Italy) as its capital. Ravenna had already been the imperial capital of the Western Roman Empire. He just wanted to have land for his Ostrogoths and did not interference with the politics and administration of the city of Rome and the other Latin cities of Italy, which remained autonomous. However, Theodoric was in charge of military affairs. The city of Rome was ruled by the senate. Later it came under the rule of the pope.

No. When there is no government, laws, or rules people are not protected, services are not provided, roads and other needs are not met. When Rome fell everything fell apart. To have a society government is needed. There are third world countries today that are pure chaos because they don't have government.
