Ravenna had already been the imperial capital of the Western Roman Empire. He just wanted to have land for his Ostrogoths and did not interference with the politics and administration of the city of Rome and the other Latin cities of Italy, which remained autonomous. However, Theodoric was in charge of military affairs. The city of Rome was ruled by the senate. Later it came under the rule of the pope.
